Key objectives of the measure: Unlike any other national minority Roma people do not have their statehood. Roma national minority was the second nation to suffer from the genocide during the World War II. Almost in all the European countries Roma national minority was discriminated and marginalized that has led to the situation when Roma notional minority became one of the most vulnerable in Europe. Integration of Roma people into the Ukrainian society is now a socially important issue. In Ukraine Roma people are settled most compactly in Transcarpathian, Donetsk, Dnipropetrovsk, Odesa, Kharkiv and Luhansk regions. Roma people in Ukraine face the same problems as in the other European countries: low educational level, high unemployment, poor health, absence or lack of documents, low level of living conditions, facts of prejudices against Roma.

Nature of the measure: Legislative, financial

Main feature of the measure: The Strategy sets the framework of the protection and integration of Roma national minority into the Ukrainian society through securing the equal rights and opportunities for their participation in the social, economic and cultural life of the State, and intensifying the cooperation with the Roma civil society organizations

Results expected through the implementation of the measure: Implementation of the Strategy will provide an opportunity to

  • Integrate Roma national minority into the Ukrainian society

  • Avoid discrimination of Roma people

  • Increase the educational level of Roma people

  • Improve the health of Roma people

  • Better the living conditions for Roma people

  • Facilitate employment

  • Solve the problems with the documents

  • Secure protection and promotion of the cultural identity of Roma people

Financial resources allocated to implement the measure: State, regional and local budgets

Main conclusions of the evaluation of the measure: The iimplementation of the Strategy is evaluated annually by the Cabinet of Ministers (Government) of Ukraine on the basis of the reports from the Ministries and regional administrations
