GHF, BCG, TBI, et al: An outsourced genocide-industrial complex in Gaza

Call it what you want, Gaza's ‘humanitarian city’ is a concentration camp, backed by infamous US and UK contractors with bloodied hands, writes Alex Foley.

It has been nearly two months since the disastrous rollout of the US-backed aid distribution centres in Gaza, a joint venture between Gaza Humanitarian Foundation (GHF) and Safe Reach Solutions (SRS), two contractors responsible for operating and militarising the centres, respectively. I say disastrous, but these centres have been running flawlessly if the goal is to kill and maim Palestinians.


Near-daily deaths and injuries amongst aid-seekers have been reported by local hospitals, rights groups, and the Gaza Ministry of Health. The UN Human Rights Office stated last week that at least 798 people have been killed in Gaza while attempting to access food and other aid during the first six weeks of GHF’s operations, with many more injured. These included 615 deaths “in the vicinity of the GHF sites and 183 presumably on the routes of aid convoys.” The deaths were mostly due to gunshots.


Obviously feeling the heat, GHF have set up social media accounts to promote their own spin. Their pages on Instagram and Twitter (X) are full of photos of smiling Palestinians holding GHF-branded boxes of aid or giving thumbs up (no independent media are allowed near the aid centres).


The images they share stand in stark contrast to the footage of people dropping to the dusty ground as guns are fired into the overcrowded distribution points.


A typical “operational update” posted to GHF’s Twitter contains bullet points of achievements such as these from July 10: More than 69 million meals distributed to date; Over 1.1 million meals delivered today; Four truckloads of potatoes distributed at SDS2 in an ongoing pilot program; No incidents.


The notion that there have been “no incidents” would come as a surprise to the millions of Palestinians who are making the difficult choice each day between starvation and a potentially deadly trip to these aid centres.


On social media, they have been sharing stories of tearful goodbyes as young men decide to face bullets in search of a bag of flour, or family members sneaking off in the middle of the night to make these dangerous journeys so as not to worry their loved ones.


Because the fascism of our age is a fascism of keyboard warriors with Bronze Age fantasies, many of GHF’s social media posts have a distinctly Reddit, “um, actually,” flavour to them. The GHF Twitter account frequently posts long screeds attacking critics of the organisation.


When UNICEF’s James Elder appeared on Christiane Amanpour in mid-July to describe what he saw on a recent mission to Gaza, he highlighted GHF’s role in pushing Gaza’s population to the south and how their approach is actually worsening humanitarian conditions.


GHF lashed out on Twitter, “[James Elder’s] litany of truly outrageous, false claims is the latest example of global aid groups lying to prioritise their own interests over truth. The question becomes, why does Amanpour not do her job and question these lies? There are no drones firing at our sites. There are no massacres.”


When the Gazan writer Omar Hamad recounted a story he had heard about American contractors digging a pit trap in front of sugar supplies at a distribution centre, GHF singled him out, sharing a screenshot of his post and labelling him a “Hamas propagandist.”


Bogus claims that Palestinian journalists and media figures are agents of Hamas have been used time and again to provide cover for Israeli assassinations. For an organisation obsessed with demonstrating they are doing more good than harm, it is an odd comms choice to publicly put a target on the back of a supposed beneficiary.


Elsewhere, Johnnie Moore — the evangelical reverend who stepped in to lead GHF after their previous executive director, Jake Wood, left over ethical concerns — has been doing press spots denouncing the very UN agencies GHF was designed to supplant for not working with them.


After the State Department approved $30m for GHF, their current spokesperson, Tammy Bruce, has been giving glowing briefings about the organisation, stating, without irony, that they are the “one entity that has gotten food and aid into the Gaza Strip.” The Hill ran an op-ed by Rabbi Abraham Cooper entitled, “GHF is actually feeding Gazans, not letting Hamas extort them — and paying the price.”


The furious spin appears to be having little effect in the face of the steady stream of videos emerging from these centres showing crowds being fired upon with guns and tear gas. Both Israeli soldiers and American contractors have gone on the record stating they and their colleagues are carrying out indiscriminate violence at the distribution sites. Major publications like the Financial Times (FT), the Guardian, and even the New York Times have been hammering GHF consistently.


Just this week, GHF were forced to acknowledge an “incident’ after a crush at one of their facilities left 20 dead.


The reputational taint has only spread since it was revealed that GHF were connected to plans to create “humanitarian transit areas” both inside and outside Gaza, widely panned as concentration camps by any other name.


Boston Consulting Group has been having a PR meltdown following a string of FT articles demonstrating their involvement not only in the establishment of GHF, but in modelling plans for the forced displacement of Palestinians in Gaza.


BCG initially became involved, “because of its long-standing relationship with Phil Reilly, an ex-CIA operative,” who is also the founder of SRS. In time, Israeli backers of GHF had BCG produce a model for “voluntary relocation” of Gazans, including a subsidy package to make it a more attractive offer.


BCG issued a statement saying this work was carried out by two former partners in secret, despite being told expressly not to engage. Matt Schlueter and Ryan Ordway, the two partners accused of going rogue on the project, have since been sacked.


Tony Blair, never too far from the scene of Arab bloodshed, has been connected to the BCG mess through his think tank, the Tony Blair Institute (TBI to add to the acronym soup). The FT has presented evidence that TBI staff were in group chats and calls working on plans for the so-called “Gaza Riviera” project. Despite the FT showing TBI an unpublished TBI document they had obtained called the “Gaza Economic Blueprint,” their spokesperson sought to deny and distance themselves from the story, claiming their involvement was limited to being in “listening mode.”


Mondoweiss ran an in-depth piece recently documenting GHF’s attempts to build local networks and the deadly fallout for Palestinians within Gaza who agreed to work with them under Muhammad Al-Khozandar’s “Three Brothers” company. Al-Khozandar’s family have made sure to distance themselves from his and his brothers’ collaboration. GHF continues to try and coerce other local companies into partnering with them.


Despite their continued blunders, GHF, SRS, and their Israeli and American backers have managed to successfully break the traditional humanitarian model, with disastrous results for Palestinians in desperate need of aid. While they try to win the PR war, it is difficult to see how this complicity will not come back to haunt them in the end.
